Duties

You will provide legal advice, advise clients on matters, and cases brought by or against the DON, interpret laws, rulings and regulations for the DON and analyze the probable outcomes of cases and matters using knowledge of legal precedents. You will present and summarize cases, draft and interpret laws and legislation, and evaluate findings and develop strategies and arguments in preparation of matters and cases. You will represent and advocate for the DON and provide legal advice and counsel, in the form of oral advice and written opinions. You will perform administrative functions as related to the practice of law and participate in organization-wide or command level initiatives. You will coordinate legal advice across the program organization and within the relevant OGC communities of practice. You will perform other duties as assigned.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be able to obtain and maintain a SECRET security clearance.

Qualifications

This vacancy will be filled under the General Schedule (GS) pay setting guidelines at the GS-11, 12, 13, or 14 and has a full performance level of GS-14. Among qualified applicants, preference may be given to hiring the best-qualified applicant at a lower grade. To be eligible for selection at the GS-11 level, the applicant must have at least one year of professional legal experience. If an applicant is a recent law school graduate or has less than one year of experience practicing law, the applicant must have superior law student work as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif. To be eligible for selection at the GS-12 level, the applicant must have two years of professional legal experience at the GS-11 (or equivalent) level. For GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience. To be eligible for selection at the GS-13 level, the applicant shall have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of the position. To be eligible for selection at the GS-14 level, the applicant shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. The successful candidate will be expected to provide legal support across the full range of OGC practice areas with an emphasis in civilian personnel and labor law (CPL) to include administrative employment litigation before the EEOC and MSPB, federal court litigation involving CPL matters, and conducting training for Human Resources and management personnel. Other practice areas include, in no particular order, fiscal law (appropriated fund and non-appropriated fund); government contracts (appropriated fund and non-appropriated fund); environmental and land use; Freedom of Information Act/Privacy Act matters; and other administrative law matters resulting from the operations and responsibilities of supporting the Fleet, Fighter, and Families on large military installations.

Education

The successful candidate must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
