Duties
You will provide legal advice, advise clients on matters, and cases brought by or against the DON, interpret laws, rulings and regulations for the DON and analyze the probable outcomes of cases and matters using knowledge of legal precedents.
You will present and summarize cases, draft and interpret laws and legislation, and evaluate findings and develop strategies and arguments in preparation of matters and cases.
You will represent and advocate for the DON and provide legal advice and counsel, in the form of oral advice and written opinions.
You will perform administrative functions as related to the practice of law and participate in organization-wide or command level initiatives.
You will coordinate legal advice across the program organization and within the relevant OGC communities of practice.
You will perform other duties as assigned.

Qualifications
This vacancy will be filled under the General Schedule (GS) pay setting guidelines at the GS-11, 12, 13, or 14 and has a full performance level of GS-14. To be eligible for selection at the GS-11 level, the applicant must have at least one year of professional legal experience. If an applicant is a recent law school graduate or has less than one year of experience practicing law, the applicant must have superior law student work as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.
To be eligible for selection at the GS-12 level, the applicant must have two years of relevant professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the Federal government. For GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience. To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of successful professional legal experience. To be eligible for selection at the GS-14 level, the applicant must have at least three- and one-half years of relevant professional legal experience.
The successful candidate will be expected to provide legal support across the full range of OGC practice areas, with an emphasis on laws, rules, and regulation in the area of appropriated and non-appropriated civilian personnel and labor law (CPL), including litigation at the Merit Systems Protection Board, Equal Employment Opportunity Commission, union grievance and arbitrations, and federal district court. The incumbent will provide pre-litigation advice and services on matters involving EEO programs, such as reasonable accommodation, in addition to matters pertaining to employee performance and discipline. Additional duties include advice and guidance in the areas of Government contracts, fiscal law, Government Ethics/Standards of Conduct, Freedom of Information Act/Privacy Act matters, environmental law and other administrative law matters resulting from operations and responsibilities of operating large military installations.
Applicants will be evaluated on: 1) the depth, breadth, and quality of relevant legal experience, particularly with respect to civilian personnel and labor law matters; 2) their research, analytical, writing and communication skills; 3) their interpersonal skills, including the ability to establish strong attorney-client relationships, including with senior military clients and with government civilian attorneys; 4) their ability to work independently and as part of a team; and 5) their flexibility, willingness, and interest in taking on assignments across the full range of OGC practice areas, as requested by Counsel. Knowledge, understanding, or experience with DON OGC, the DON, and/or CNIC may be considered a plus.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The successful candidate for the position must have graduated from a law school accredited by the American Bar Association (ABA), be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
