You will serve as a MANAGEMENT ANALYST in the Manpower, Manning and Personnel (N1) department of Commander Naval Air Force Reserve (CNAFR) Pacific located in San Diego, CA onboard Naval Air Station North Island of CNAFR PAC REP.
Duties
You will be responsible for supporting the production and management of Commander Naval Air Force Reserve (CNAFR) activity manpower documents.
You will be responsible for the coordination of manpower studies with Navy Manpower Analysis Center (NAVMAC).
You will be responsible for performing data analysis reviews of N1 data, producing Flag Officer and Senior Executive Service (SES) level briefs and analytical products related to the reserve aviation force personnel readiness.
You will be responsible for serving as the lead for the reserve aviation future personnel readiness in Master Aviation Plan conferences and the reserve aviation representative to CNAF Command.
You will be responsible for serving as the Subject Matter Expert (SME) for strategic Department of Defense (DOD), Department of the Navy (DON), Secretary of the Navy (SECNAV), and Fleet level manpower, manning and personnel management policies.
You will be responsible for coordinating, communicating, and collaborating with other enterprises and providers throughout the DON.
You will be responsible for managing and encouraging cross-enterprise communications for common processes.
You will be responsible for analyzing emerging issues, activities, policies, processes, plans and guidance related to manpower, manning and personnel management.
You will be responsible for serving as the SME for pay and personnel related issues effecting the CNAFR Enterprise.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with a wide range of civilian qualitative methods for the assessment and improvement of civilian manpower management program effectiveness, processes, and systems.
Experience with administrative laws, policies, executive orders, statutes, federal laws, regulations, procedures and precedents applicable to the administration of civilian manpower management, planning, programming and budgeting.
Experience with human resources laws, regulations, policies, and procedures as applied at Commander Naval Air Force Reserve (CNAFR).
Experience with civilian manpower programs, systems, and related documentation to include Total Workforce Management System (TWMS), Activity Manpower Document (AMD), Total Force Manpower Management System (TFFMS) and DCPDS.
Experience with applying a wide range of Manpower, Manning, pay and personnel principles, theories, and processes of management with a high degree of resourcefulness, ingenuity, and inventiveness to a variety of studies, investigations, and assignments.
