You will serve as a PROGRAM MANAGER (UTILITIES MANAGEMENT) in the UTILITIES MANAGEMENT PRODUCT LINE DEPARTMENT of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time.

Duties

Arbitrate conflicting views to achieve a coordinated component position. Negotiate with internal and external contacts to settle programmatic issues. Discuss administrative and managerial issues to resolve and defend program or project objectives Facilitate meetings with managers to identify program goals, objectives, and tasks. Identify program risks, problems, issues, and concerns to formulate mitigation plans or corrective strategies. Resolve problems that cross organizational boundaries.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of Navy Working Capital Fund (NWCF) principles and processes; 2) Applying knowledge of various utilities commodities (electrical, water, wastewater, industrial); 3) Reading and interpreting plans, specifications, and engineering drawings; 4) Using automated systems such as MAXIMO and Microsoft Office software.
