The primary purpose of this position is to serve as a security specialist in a developmental capacity, providing information, industrial, personnel, and physical security program functions in support of the organization.
Duties
Perform s recurring developmental assignments implementing and administering the Information Security Program for the organization. Interprets and implements regulatory guidance for classification management and safeguarding requirements.
In a developmental capacity, administers the Industrial Security Program for the organization. Conducts initial facility security clearance surveys of contractor facilities to determine their ability to work with and store classified and sensitive information.
In a developmental capacity, administers the Personnel Security Program for the organization. Initiates and reviews all requests for personnel security investigations consistent with directives. Ensures that requests for security clearances are properly screened and verified, and that all necessary forms and documentation have been completed before processing for clearances.
In a developmental capacity, implements and administers the Physical Security Program. Develops guidance and procedures that form the basis for the organization's physical security operations that meet directives, local conditions, and requirements. Conducts evaluations and assessments of security operations, and takes, coordinates, or recommends corrective actions as required.
In a developmental capacity, assists managers in implementing security education and motivation programs. Advises managers of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI).

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-07 Target GG-11 and GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-07 Target GG-11 and GG-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
GG-07 QUALIFICATIONS:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Provide assistance using knowledge of the principles, policy, procedures and methodology of security administration and skill in applying practical knowledge of applied security principles, concepts, and methodologies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
GG-11 QUALIFICATIONS:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas.
2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
