You will serve as the Supervisory IT Project Manager with the responsibility for managing and coordinating multiple complex and multifunctional IT application system projects that represent a cross-section of business areas within the NIHs Institutes and Centers (ICs).
Duties
Provide customer system Operations and Maintenance (O&M) liaison services and relationship meetings through coordination and communication with Business Owners, PMs, and CIT for CAB system maintenance, upgrades, disruptions, failovers, testing, and continued needs for all BAS Programs, Systems, and Projects.
Provide BAS Director, Branches, and Customers IT investments Project Budget Tracking while balancing CIT and resource constraints.
Cultivate positive relationships between NIH customers, maintains communication; and anticipates future customer IT needs and requests through Service Level Agreements and Memorandum of Agreements for all programs.
Ensure that projects comply with IT governance, Capital Planning and Investment Control (CPIC), information security, and enterprise architecture (EA) policies, laws, standards, or regulations as defined by the NIH.
Establish and implements goals, objectives, plans, policies, and performance measures.
Collaborate with subject matter specialists at any organization level, other IT experts, and high-ranking officials in order to determine user needs, optimal computer system design organizational impact, implementation schedule's, environmental and administrative/budgetary constraints, etc.
Lead continuing evaluation of the systems and services provided by the Service Area Manager to ensure that customer requirements and management expectations are being met in a highly effective and efficient manner.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a Supervisory IT Program Manager, GS-2210 position at the GS-14 level, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all of the following four competencies:
1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; and
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND
1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing business applications services and projects for an IT organization; performing business analysis functions to identify customer requirements; leading projects for the development of business applications designs, systems, and services; and providing leadership and direction to other staff in planning and delivering IT projects and services.
