The Program Analyst acts as an expert facilitator of workload capture methods and health information management within Managerial Cost Accounting (MCA).
Duties
Organize, coordinate and prioritize many simultaneous work assignments, both individual and team related.
Develops and presents recommended alternative action(s) for resolution.
Prepares comprehensive reports which are submitted to executive management, clinicians and program managers for review
Extracts data from the Decision Support Systems for reporting, data validation and presentation to service chiefs and medical center management.
Organize, coordinate and prioritize many simultaneous work assignments.
Educates medical center employees and other VA personnel on the system data requirements and application of the data generated.
Work Schedule: Monday - Friday 8:00 am to 4:30 pm, subject to change based on the need of the facility.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Prepare, execute and/or track patient and personnel specific information; prepares, reports, action plans, and works with management on health care patterns and cost of care; or
Utilize VA data extracts, labor mapping, auditing workload, clinic set up mechanisms or stop code pair data from other VA automated systems; or
Utilize information management analysis and cost accounting principles, theories, techniques, and practices to solve difficult and complex problems using comparative cost and utilization data; pr
Utilize various hospital computer resources and tools to gather data from different sources to extract a variety of clinical and/or financial data; or
Develop and present VHA data reports, briefing materials, and memos.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent degree or 3 full years of progressively higher-level graduate education leading to such a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above and graduate education as described above which totals at least one year. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is basically sedentary, but the incumbent may be subject to stressful situations, due to the tight time frame for management of this project. The incumbent may be required to work long hours and irregular shifts. Some walking, standing, bending and carrying items such as books, laptop, papers and computer reports are also required.
