The primary purpose of this position is to serve as an Air Force Working Capital Fund financial specialist within an Air Logistics Complex performing various financial management, budget, and analysis functions in support of Depot Maintenance mission, goals, and objectives.

Duties

Performs various financial management/budget functions for the development of operation targets, sales rates and prices, budgets, exhibits and in support of the execution of funds, customer orders, capital investments, measurement of financial and/or program performance, and provides management advisory services. Uses automated financial management systems and computer-generated products in accomplishing financial management and/or program management assignments. Serves as a senior financial management specialist providing advice, guidance and general oversight to other financial management specialists and other functional areas with a need to know. Serves as a consultant providing advisory services regarding proper methods, techniques, and factors for decisions support. Identifies and develops improvements to complex processes in the areas of expense, capital investment and commodity budget development, workload and resource projections, equipment life cycle management and execution analysis.

  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS 11: Applicants must have at least one year (52 weeks) or within 120 days of the closing date of this announcement the specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience include comprehensive and detailed knowledge of accounting practices, theories, methods, and techniques relative to the flow of financial information, system processing and the control of funds necessary to resolve accounting and financial problems and accomplish assignments. Detailed knowledge and skill in the use of source documents and listings to resolve accounting problems and accomplish assignments and listings to research and resolve financial problem/issues. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one year (52 weeks) or within 120 days of the closing date of this announcement the specialized experience at the next lower grade GS11, or equivalent in other pay systems. Examples of specialized experience include managing internal and external funding requirements for various programs and program support at different phases of research and development, modification or sustainment: Analyzing and providing budget input based upon Earned Value Management (EVM) principles and objectives: Reviewing and advising program manager and others on historical financial data and/or matches funding requests or projected costs of selected line items with past records to determine trends in spending and to forecast annual funding needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: l. Comprehensive knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets. 2. Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Working Capital Funds (WCF). 3. Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents. In-depth knowledge of the organic CSAG-M functions, to include financial and production related operations, policy and procedures found in base level, AFSC, HQ AFMC, and DoD regulations, capital and operating budget preparation, rate structures, revenue calculation, expense/investment development and tracking, and financial/program analysis required to maintain a solvent CSAG-M fund. 4. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance. 5. Overall comprehensive knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc. 6. Skill to plan, organize, and conduct information gathering and to negotiate with management to implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues. 7. Ability to communicate effectively, both orally and in writing, in responding to work related problems and questions dealing with team members, using activities, and all levels of other ALCs, ALC Commander, AFSC, HQ AFMC and other DOD organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
