This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Program Analyst on Planning, Programming, Budgeting, and Execution (PPBE).

Duties

Advise the Business Management Director, Product Manager (PM), and Deputy Product Manager (DPM) regarding the potential positive and negative effects of proposed programmatic and budgetary actions. Manage Product Office PPBE overarching process to help focus, correlate, and track resources in all phases of the PPBE cycle, POM updates, and reviews, Program Budget Decisions, etc. Develop alternative recommendations for realignment of schedules and reallocation of available resources among divisions to best fulfill mission requirements. Act as an authority for Product Office programmatic issues at staff briefs. Serve as a focal point for developing, coordinating, updating, and maintaining program unfunded requirements (UFRs) documents. Analyze competing requirements, constantly changing schedules, and variations for the Product Office budget.

Requirements

• One year trial/probationary period may be required.

• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management within 60 months of entrance on duty.
• This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
• Business travel required up to 10% of the time.
• Selectee must be able to obtain and maintain a Secret security clearance.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Providing program analysis, formulation, execution, and Program Objective Memorandum (POM) development; and 2)Preparing programming documentation for POM submission to PEO, Headquarters (HQ) Department of the Army (DA), and budget review issues, highlighting analyzed critical deficiencies to the organization's Fiscal Year Defense Programs (FYDP) and POM. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 pay band (GS-11 equivalent).
