You will serve as a PROGRAM ANALYST in the Naval Nuclear Propulsion Directorate of NAVSEA HQ FIELD SUPPORT.

Duties

You will coordinate, analyze, and edit input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates. You will respond to information requests from OMB and other external sources involving sensitive policy and program issues. You will serve as a Senior Program Analyst and authority for program development, analysis, and evaluation of long range, multi-year program plans, strategic objectives, operations for the Naval Nuclear Propulsion Program. You will assess agency wide programs related to national nuclear security and non-proliferation initiatives; and/or the programs and budgets of other federal and nonfederal agencies. You will analyze program adjustments and evaluates the impact of alternative levels of effort and resources on accomplishing established objectives and develops. You will determine resource levels required to accomplish program requirements and provide advice on the establishment or clarification of strategic objectives and milestones. You will monitor DoD, Navy, Office of Management and Budget and Congressional action on program plans and initiatives to anticipate and advise senior program managers of major changes in program direction, timelines, or funding levels. You will attend meetings and internal agency program reviews, providing expert advice concerning the impact of planned program decisions and budgetary activities. You will lead or participate in quarterly program reviews to determine whether the contractor is accomplishing the agreed scope of work within the funding and performance measures for the program. You will provide expert advice and guidance to senior program, project, or field site managers and their staffs, concerning the development of new and revised performance measurement systems and related directives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the BR-02 (GS-12 Equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing programs and procedures to detect deficiencies in operations or resources requirements.
