You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT COMMUNITY of FLTREADCEN EAST.

Duties

You will Serve as a branch Supervisor, assuming accountability and responsibility for the oversight and management of the branch’s business, resources, and financial management functions. You will be responsible for branch processes ensuring they are documented, tested, updated and trained to branch employees. You will recruit a balanced team with skillsets needed to successfully accomplish the mission. Serve as hiring manager for branch resource requirements. You will ensure branch functions are performed and completed in a timely manner and executed within the IAW FMR regulations, FMPM, DoN/NAVAIR policies and approved business rules. You will provide advice to command leadership on financial matters related to responsible departments and platforms. You will recommend procedural changes designed to streamline financial management within the command. You will ensure branch work products are accurate, consistent, and professional. You will ensure the timely, accurate and complete recording of financial transactions. You will apply various analytical techniques to evaluate fiscal health, prepare reports and analysis and provide recommendations. You will coordinate with external department leadership develop and execute carryover strategy, projections, and execution. You will advise in building/organizing projects, and provide review of projects to ensure all Command business rules for Navy ERP projects and data tagging are executed accurately. You will use standard financial practices and proven best practice techniques to manage and analyze financial data. You will interact with internal and external customers to develop working relationships, share information, develop strategies for current and future business/financial requirements. You will establish, develop, and maintain effective working relationships with multiple internal departments and external entities.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, directing, and coordinating difficult and complex programs; 2) Developing, applying, and adjusting financial plans and policies to attain the Agency's objectives; 3) Selecting , developing and supervising a subordinate staff; 4) Applying a high level of sound, independent judgement in solution of financial problems for Navy Working Capital Fund(s); 5) Applying strategies for reporting project execution data, budget formulation & execution, and resolving variances between plan and actuals.
