Duties
You will prepare program obligation/expenditure plans, and evaluate actuals and variances against plan.
You will analyze impacts of funding shortfalls.
You will be responsible for receipt, tracking, and disposition of all funding documents.
You will prepare reports, charts, and graphs for high-level presentations and briefings.
You will serve as an advisor on issues pertaining to business planning, financial management, and other business management matters.
You will establish and maintain effective relationships with team leaders and technical managers regarding proposals/resolution on complex budgetary matters and financial issues.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12 LEVEL
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expert knowledge of financial management policies, laws, and regulations; 2)Working extensively with financial management systems such as Navy Enterprise Resource Planning; 3) Understanding of traditional comptrollership (budget formulation, execution, business financial management); 4) Analyzing, identifying, and conceptualizing budgetary problems and developing alternative solutions; 5) Analyzing complex data and drawing conclusions about current and future state.
GS-11 LEVEL

Specialized experience must demonstrate the following: 1)Knowledge of financial management policies, laws, and regulations; 2) Knowledge of key financial management systems such as Navy Enterprise Resource Planning; 3) General understanding of traditional comptrollership (budget formulation, execution, business financial management); 4) Assisting in analyzing, identifying, and conceptualizing budgetary problems and developing alternative solutions.
