You will serve as a FINANCIAL MANAGEMENT ANALYST in the Program and Business Analysis Department (V166000), in the Adversary and Specialized Aircraft Program Office (PMA226) under the PEO FOR TACT A/C.

Duties

You will contribute to program financial briefs for acquisition milestone decisions, PEO reviews and other internal/external reviews of program status and plans. You will maintain associated financial records and reconcile commitments, obligations, and expenditures to ensure accountability of appropriated funds. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulate budgets and support plans; 2) Perform program funds execution and integrating financial business methods and practices with the acquisition requirements for the PEO; and 3) Analyze financial and budgetary relationships to develop recommendation and/or budgetary actions under these types of conditions and time pressures; 4) Monitors and reports financial execution status, and directly contributes to the production of budget exhibits; 5) Responsible for the associated financial records and reconciliation of commitments, obligations, and expenditures, to ensure accountability of program's funds Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
