You will serve as a Financial Management Analyst in the Business and Financial Operations Department of the Naval Air Warfare Center Aircraft Division located in Eglin AFB, Florida.
Duties
You will provide resources support with primary emphasis on financial management and planning for assigned financial management program.
You will perform work related activities in any of the phases or systems of budget administration.
You provide technical leadership and guidance a financial team of budget clerks, technicians, and/or analysts to accomplish financial management program goals.
You will provide advice to department heads and their staff members on financial management and policy as well as the legalities of the financial system.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will communicate with internal and external contacts to present, justify, defend, negotiate, or settle matters involving significant or controversial issues.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized Financial Management Analyst experience equivalent to the DA-04 or equivalent GS-Grade Level (GS-11/12) in the Federal Service or equivalent experience in the private or public sector. Examples of qualifying specialized experience include: (1) Developing, recommending and implementing budgetary/financial policies for assigned financial program; (2) Providing authoritative interpretations of executive orders, Office of Management and Budget (OMB) guidance within department and agency; (3) Performing work in any of the phases or systems of budget administration; (4) Applying working knowledge and experience in using Navy Enterprise Resource Planning (N-ERP) financial system to extract, interpret, and analyze financial reports; (5) Formulating budget and cost estimates to support plans and programs; (6) Evaluating budget requests to identify conflicting program and financial/budgetary objectives; and (7) Interpreting budgetary policies and practices to ensure compliance with Congressional legislation and Office of Management and Budget guidance for assigned program.
