This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Operations and Customer Relations Group (OCRG).
As a Management and Program Analyst, GS-0343-13, you will provide management advisory functions related to business and project management services, in the areas of recruitment and outreach/hiring, helpdesk, and cross-functional projects across CMS.
Duties
Conducts special projects/reviews in support of HR and/or Human Capital strategic initiatives, programs, and objectives.
Reviews, analyzes, and assesses the effectiveness in meeting established goals and objectives in relation to program operations, overall management perspective, and financial and budgetary requirements.
Represents the organization, with commitment authority, on general administrative matters. With delegated authority, approves a variety of management documents.
Directs the coordination of and responses to all requests received for the information requested under the Freedom of Information Act.
Conducts studies and prepares analytical reports recommending new and improved methods of operation or uses of existing resources and programs.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Advising and strategically planning HR initiatives for managers 2. Analyzing problems regarding HR functions to include searching regulations or studying past cases AND 3. Collaborating with stakeholders to provide recommendations regarding HR matters for projects, studies, or research purposes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
