The incumbent will serve as the Assistant Chief of Clinical Operations - Ambulatory Care and Processing (AC&P) in for the Michael E. DeBakey VA Medical Center. Incumbent reports directly to the Chief Clinical Operations - AC&P and, in their absence, the Chief, HAS assisting with leadership and managerial support for substantial operations to fulfill the VA mission. The incumbent provides high-level leadership support to Health Administration Service, upper management, and clinical services.
Duties
Assist in writing and coordinating the use of Service level agreements between HAS and Careline and other administrative services/clinics.
Coordinate consultations and referrals of patients to other specialty services and schedule patients for future appointments following physician clinic profiles and input from the patient.
Prepare executive letters, memorandums, and other written communication that may be forwarded to VISN or external stakeholders.
Evaluate and write performance appraisals and provide feedback to employee concerning their performance.
Coordinate the collection of data concerning patient care activities; make computations as required and report monthly, quarterly, or annually to management.
Schedule appointments and utilize the Electronic Waiting List, Patient Preferred List, and Veterans Choice List accurately and promptly.
Write and develop polices as it related to HAS clinical operations.
Work Schedule: Monday - Friday 7:30am - 4:00pm or 8:00 am - 4:30 pm (Subject to change based on the needs of the Agency).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Working in the field of patient and medical administration, both inpatient and outpatient, with medical records knowledge.
Utilizing computer applications to create spreadsheets, databases, etc. for producing and maintaining documents.
Using statistical (mathematical) analytical principles and computer literacy for systems development, data entry, and report retrieval.
Managing, teaching, training, and orienting staff to data validation methods and monitoring systems.
Preparing formal correspondence and presenting oral and written presentations.
Working with laws and regulations concerning combat veterans' eligibility.

Education: Applicants must have education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcripts Required)
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two graduate years or 36 semester credit hours.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress are required because of the time factors involved in the completion of work assignments within deadlines
