Duties
You will serve as a Financial Management Analyst in the Customer Service Branch (N00FM4C), Financial Management Office-Comptroller (N00FM) at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT).
You will provide Defense Travel Administrator (DTA) support in accordance with Joint Travel Regulation (JTR) to Headquarters personnel and detachments.
You will provide DTA oversight and assistance in researching complex travel related issues through coordination with the Defense Travel Management Office (DTMO) to subordinate Commands.
You will maintain the Defense Travel System (DTS) in accordance with the JTR and applicable guidelines and instructions.
You will analyze monthly travel reports, to included aged and unliquidated travel, and initiate corrective actions to resolve discrepancies.
You will reconcile monthly travel obligations in DTS with the feeder accounting system and the official accounting system.
You will collaborate with the Budget Officer and serve as the primary Point of Contact (POC) to provide travel budget input into the formulation of the Spend Plan, Phasing Plans, and applicable Budget Exhibits.
You will collaborate with the Budget Officer to track execution of the travel spend plan, explain variances to phasing and make recommendation for funding reallocation.
You will serve as the Integrated Risk Management (IRM) Internal Control (IC) lead for DTS and Transportation of People (TOP) Assessable Units (AU).
You will serve as the primary POC to answer and/or collaborate on all Audit Readiness data calls and inquiries involving Defense Travel Collaborates with the Government Travel Charge Card Agency Program Coordinator to resolve travel issues.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
GG-09:
-Experience creating and maintaining Lines of Accounting.
-Experience running and monitoring reports in accounting systems.
-Experience assisting personnel in researching complex travel related issues.
This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0501-09.
GG-11:
-Experience making recommendations for funding reallocation.
-Experience reconciling accounting records and correcting discrepancies.
-Experience formulating of budget and estimates to support plans, programs, and activities.
-Experience reviewing and evaluating budget requests.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GG-09:
Successful completion of a master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to such a master's degree
or
Possession of an LL.B. or J.D., if related to this position being filled.
GG-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
