The primary purpose of this position is: To serve as the Major Command (MAJCOM) level Program Analyst to analyze and evaluate complex issues and to develop recommendations on behalf of the MAJCOM Surgeon (SG) to resolve substantive problems/issues of effectiveness and efficiency of work operations in Department of Defense (DoD) Medical programs.
Duties
Using a mastery of management and organizational principles and practices, along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidance, and processes, to analyze HQ AFMS and AFMOA-provided Medical Treatment Facility (MTF) and Integrated Operational Support (IOS) Units process measurements and develop executive summaries and alternative courses of action as needed for MAJCOM SG vector. Analyzes and presents updated measures to the MAJCOM SG to support the Surgeon's monitoring and subsequent direction to MTF and IOS units' healthcare operations throughout the command.
Expert knowledge of command structure, missions, programs, and organizational relations teamed with a thorough knowledge of quantitative and qualitative methods and techniques to develop standards/measures covering complex health managerial issues and represent subordinate MTFs, IOS units and the MAJCOM/SG to AFMOA and HAF functionals. Provides in-depth and factual decision support to AFMOA and the MAJCOM SG in terms of optimal solutions to MTF and IOS units health care operational issues and concerns within the MAJCOM operational environment that meet customer requirements.
Supports the AFMOA Performance Management process with a comprehensive knowledge of medical program goals and objectives, the sequence and timing of program events and milestones, and a range of methods of evaluating the significance and impact of program accomplishments. Reviews/analyses MAJCOM/SG long and short-term performance management group metrics and proposes/advocates adjustments back through AFMOA and the corporate process of obtaining AF/SG approval.

- Position will require occasional TDY assignments and travel in military or civilian aircraft.
- Attends meetings and training courses sponsored by the Air Force, sister services, civilian organizations, and other agencies (away from duty location) to maintain technical advisor/expert status.
- Bachelor’s degree in health care and/or business/management discipline is preferred. Master’s degree in business/management discipline is desirable.
Qualifications
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of planning, programming, and budgeting to utilizing automated data systems, data processes to expertly analyze medical fiscal management, human resources management, continuous process improvement, budgeting, procurement, and computer systems and applications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
Knowledge of planning, programming, and budgeting to include utilizing automated data systems and data processes to expertly analyze MAJCOM medical fiscal management, human resources management, continuous process improvement, budgeting, procurement, and computer systems and applications.
Knowledge of the USAF medical command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect the health care administration and professions to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues.
Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
Ability to interpret and implement MAJCOM, Air Force and DoD policies and procedures and to develop command wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program.
Ability to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion MAJCOM/SG selected opportunities in the AFMS corporate process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITION OF EMPLOYMENT:
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
