This position is located in the Small Business Administration, Office of Investment and Innovation in Washington, DC. This Financial Analyst is responsible for serving in a developmental capacity in which the incumbent will receive assignments that are designed to develop their skills and knowledge until reaching the full performance level of Financial Analyst GS-1160-13. Work assignments are designed to continue and further develop the incumbent's range of duties and responsibilities.

Duties

This position is located in the Office of Investment and Innovation (OII). OII promotes small business and startup investment and innovation by providing access to capital, networks, and assistance critical for businesses to incubate, expand and sustain. OII partners with Small Business Investment Companies (SBICs), Innovation Accelerator Networks, Universities, and the SBIR (Small Business Innovation Research)/STTR (Small Business Technology Transfer Program community). In a developmental capacity, performs financial analyses of private investment funds to evaluate investment return potential and monitor investment risk. In a developmental capacity, monitors operations of private funds for regulatory compliance. In a developmental capacity, serves as a technical authority in the development and interpretation of guidelines. In a developmental capacity, prepares and presents recommendations on organizational improvement and/or program effectiveness to address concerns on policies and practices adopted by the agency. Salary Range: GS-09: $68,405 to $88,926 GS-11: $82,764 to $107,590

Qualifications

For the GS-09: Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public. This experience included: 1. Reviewing economic, financial, investment portfolio data or investment firm operational risk or experience in business and strategy management or consulting; and 2. Assisting with research in the areas of investments, finance, economics, or business strategy; and 3. Assisting with communicating business, financial or investment information clearly. These qualifications must be clearly referenced in your resume. OR Education: Successfully completed a master's or equivalent graduate degree or have completed 2 full years of progressively higher-level graduate education leading to such a degree, (or have completed a LL.B. or J.D, if related) with a major field of study in: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. OR Combination of Education and Experience: Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For the GS-11: Experience: One year of specialized experience, equivalent to the GS-09 grade level in the federal service, obtained in either the private or public sector performing the following tasks: 1. Assisting with evaluating economic, financial, investment portfolio data or investment firm operational risk or experience in business and strategy management consulting; and 2. Performing research in the areas of investments, finance, economics, or business strategy; and 3. Presenting financial, investment or economic data and analysis to senior executives; and 4. Communicating business, financial or investment information clearly. These qualifications must be clearly referenced in your resume. OR Education: Successfully completed a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher-level graduate education leading to such a degree, (or have completed a LL.M., if related) with a major field of study in: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. OR Combination of Education and Experience: Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. You will receive credit for all qualifying experience, including volunteer experience. Quality Ranking Factor (QRF): This position has a quality ranking factor. A QRF is defined as possessing the knowledge, skills, or abilities (KSA's)/competencies that could be expected to significantly enhance performance in the position but are not essential for satisfactory performance. You will be asked to select up to three areas that best demonstrate your experience in finance in the Occupational Questionnaire. Education

TRANSCRIPTS: To qualify based on education, you must submit a legible copy of unofficial or official transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), type of degree awarded (if applicable) and grade-point average or class ranking. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
