The C&P Manager serves as the VAMC's Senior Technical Advisor and as the primary consultant and liaison to the VISN C&P Officer. The incumbent outlines VAMC C&P program goals and objectives, identifies risks, supervises all VAMC C&P employees, ensures training and education, and completes second level reviews as ·appropriate.
Duties
Providing direct technical and administrative supervision to employees.
Responsible for ensuring that employees are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, TJC standards, laws, and VHA C&P policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of the C&P Program.
Identifying and presenting to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program.
Providing guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program.
Attending committee meetings and presents providers' credentials, clinical practice histories and red flags.
Serving as the primary consultant for the facility's C&P program; analyzes program audit results; interprets facility quarterly report card data; researches provider credentialing requirements; and identifies potential privileging issues.
Coordinating with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice.
Serving as the Point of Contact (POC) and SME (Subject Matter Expert) for credentialing updates,
Human Resources, providers and hiring services.
Monitoring and auditing the VAMC C&P program utilizing VetPro reports, mandatory auditing and reporting tools.
Ensuring national level reporting requirements are accurately completed including, but not limited to, quarterly security reports, quarterly accuracy certification of the Our Provider's website, and accuracy of the VA/DoD shared provider registry.
Monitoring C&P program resources to ensure programs are appropriately staffed.
Serving as a liaison and partner with Human Resources Service programs for common program goals and issues including, but not limited to, provider onboarding, provider exit reviews and assessments, privileging actions, and guidance related to clinical performance concerns.
Responsible for ensuring quality assurance in the facility's C&P program; applying organizational and system-wide strategies for continuous quality improvement as they relate to C&P processes and procedures.
serves as the administrator for the National Practitioner Data Bank, Federation of Medical Boards, and Our Providers Database.
Performs other duties as assigned.
Work Schedule: Monday through Friday; 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad-hoc telework, at the discretion of management.

Qualifications

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived.
For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. Applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration.
IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration).
NOTE: You must submit a copy of your transcripts (official or unofficial). Applicable education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR,
IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above.
In addition to meeting the IOR requirement, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation.
Specialized Experience Requirement: To qualify for this position at the GS-12 Full Performance Level, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: analyzing and developing major administrative aspects of mission-oriented programs; evaluating the effectiveness of programs conducted throughout a medical facility; identifying and developing ways to implement program goals and objectives and resolve problems; and developing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
