This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), at the Salem VA Medical Center (VAMC) and is the Staff Assistant to the Director. The incumbent is responsible for a broad range of activities related to the institutional objectives of quality patient care, education, and research.

Duties

MAJOR DUTIES Manages all controlled correspondence and inquires/action items assigned to SVACHS ensuring deadlines are met. EA frequently interactions with VISN and VACO staff to assure responses are accurate and appropriate. Prepares documents for VISN and VACO review. Develops processes and recommendations to ensure efficient office operations within the Executive Director's Office. Developing training for and enhancing expertise for facility executive support in meeting SVAHCS, VISN, VHA and VA expectations in communicating critical issues and developing appropriate responses to stakeholder inquires. Undertaking and participating in special programs and site visits. Site visits will at times involve national representation. Responsible for the coordination of all visits and events attended by Secretary, Department of Veterans Affairs (SECVA) and other high profile members of SECVA staff and congressional representatives. Coordinates these visits directly with the SECVA staff members and representatives. Incumbent acts as the medical center liaison for all events involving SECVA staff and national stakeholder groups. Coordinates the planning, organizing, developing, and implementing of programs/projects to meet the special needs of our stakeholders, Veterans, and employees. Some of the program and policy development have national implications (i.e., Legionella and Water Safety) based on the topic. Completes ongoing analysis, investigations, and initiatives that have high priority for SVAHCS, VISN or VACO. This may involve organizing special committees, initiating program reviews, and producing complex analysis and written reports for regional and national oversight groups and local and national stakeholder groups. Interacts with Veterans and their family members, Medical Center leadership and management, VA Central Office Officials, other government agency officials, Congressional Offices, Veterans Service Organizations, private sector health care providers and other stakeholders on behalf of the Executive Director. Serves as primary office contact on behalf of the Executive Director regarding coordinating SECVA visits and other high profile site visits that involve the Executive Director and/or members of the executive leadership team. Visits may include national service officer or congressional representation. Responsible for inviting and briefing appropriate subject matter experts to assure the goals of visit are met. Briefs and advises senior management on agenda issues in preparation for activities and meetings of local and national significance. Conducts analytical studies on operational processes, issue topics, or related special projects. Studies and projects addressed are commonly so diverse and intense that they often require input and assistance from departmental or program offices. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible analytical or administrative, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature. There may be some walking, standing, bending, and carrying of light items. The work requires the ability to travel.
