The incumbent provides support to the Office of the Chief of Staff and coordinates clinical systems and medical staff functions involving this office. This includes, but is not limited to daily operations of medical care delivery, clinical program planning, research, medical education, and Network operations. Incumbent participates in the planning and system analysis of administrative support functions affecting clinical operations.
Duties
The position includes but is not limited to the following major duties:
Provides administrative and technical supervision of the Medical Center Staff Coordinator for Credentialing and Privileging.
Ensures compliance of VHA regulations and Medical Staff bylaws, and timeliness of report submissions pertaining to credentialing and privileging.
Provides administrative support and consultation to medical staff committees reporting to the Medical Center Clinical Executive Board.
Coordinates communications and facilitates implementation of recommendations made by the Clinical Executive Board.
Assists clinical service chiefs and medical staff on resource issues, interpretation of medical staff policy, and the clinical integration of care delivery systems into the total medical center operations.
Works closely with the Quality Assurance Coordinator in the coordination of clinical service activities necessary to meet the requirements of outside reviews, including the Joint Commission, College of American Pathologists, Nuclear Regulatory Commission (NRC), Medical Inspector, Inspector General (IG), and General Accounting Office (GAO) reviews.
Works directly with the Chief of Staff in the formulation of professional service policies through completed staff work, observations, specific recommendations, and committee reports.
Provides pertinent information and recommendations on administrative matters and system issues, taking actions to correct problem matters and facilitate continuous quality improvement.
Oversees and is responsible for all administrative functions inherent in the Office of the Chief of Staff.
Provides administrative support to Service Chiefs, Service Line Directors and the Associate Chief of Staff on matters directly involving the Chief of staff, including resource management.
Serves as timecard approving official for the Office of the Chief of Staff.
Advices and provides counsel to employees regarding policies, procedures, and directives of management.
Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
Directs the work of administrative, technical and clerical personnel who provide medical practice management support such as medical staff credentialing.
Work Schedule: Monday-Friday, 7:45 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work is primarily sedentary. No special physical characteristics are required to perform the work. The work environment involves everyday risks which require normal safety precautions typical of offices, meeting and training rooms, etc.
