This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent serves as a Logistics Management Specialist. This position is assigned to the Headquarters Communications Electronics Command, Communication Security Logistics Activity Cryptographic Key Division (LHB), Fort Huachuca, AZ.
Duties
Serves as a technical advisor to the organization and other agency counterparts for the coordination of all sustainment actions for fielded systems.
Uses initiative and resourcefulness in researching and implementing new methods and procedures for enabling COMSEC key material processes in both current and emerging systems.
Serves as a member of Process Action Teams, as required, address operational, technical, and logistics processes problems and recommends solutions and prepare system changes to correct or improve the process.
Reviews statistical processes used and apply appropriate analyses to monitor progress and identify areas that require improvement
Provides required logistics management functions for one or more stages of a COMSEC equipment/key life cycle development program, i.e., testing, production, fielding, etc.
Member of a multi-disciplined team involved with Integrated Logistics Support (ILS) and management of current and emerging Communications Security (COMSEC) systems, Electronic Key Management System (EKMS), and Key Management Infrastructure (KMI).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-09: One year of specialized experience which includes: 1) 1) Assist senior staff with facilitating one or more major Communications Security COMSEC equipment/key management program, such as, the Electronic Key Management System (EKMS) and the Key Management Infrastructure (KMI); 2) Assist staff with advising management of changes and new developments on current and emerging Communication Security systems which include, Electronic Key Management System (EKMS) and the Key Management Infrastructure (KMI) operating procedures to ensure all regulatory guidance is adhered to; 3) Assist senior staff with interpreting and analyzing information/data from a variety of automated and other sources to advice all staff on Communications Security CECOM operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the Logistics Management Specialist position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes: 1) Facilitating one or more major Communications Security COMSEC equipment/key management program, such as, the Electronic Key Management System (EKMS) and the Key Management Infrastructure (KMI); AND 2) Advising management of changes and new developments on current and emerging Communication Security systems which include, Electronic Key Management System (EKMS) and the Key Management Infrastructure (KMI) operating procedures to ensure all regulatory guidance is adhered to; AND 3) Interpret and analyze information/data from a variety of automated and other sources to advice all staff on Communications Security CECOM operations.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the Logistics Management Specialist position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
