The primary purpose of this position is to: Serve as a Human Resources (HR) Specialist in Classification with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services for assigned organizations.
Duties
Designs, implements, and oversees the position management and position classification program. Delivers technical guidance as well as seasoned management advisory services to USSPACECOM organizations
Provides position organizational design and classification services to the USSPACECOM organizations. Provides technical input when resolving potential conflicts with classification principles and practices
Conducts, leads, and/or participates in special projects and initiatives to improve HRM program(s) and influence USSPACECOM policy
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions for USSPACECOM leadership, supervisors, customers, and co-workers

- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management Series 0201.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include: Extensive knowledge of the full range of federal classification and personnel management laws, executive orders, policies, directives, instructions, and concepts, and the interrelationship of the various civilian personnel disciplines. Ability to design, implement, and oversee the position management and position classification program. Actively participate in strategic planning to provide classification advisory services regarding difficult, complex, and often controversial position management and classification objectives. Ability to advise management on principles and rules of judgment n analyzing contentious and complex individual position and organization structure issues.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of federal classification and personnel management laws, executive orders, policies, directives, instructions, and concepts, and the interrelationship of the various civilian personnel disciplines.
2. Knowledge of organizational structures, missions, objectives, operating program, policies, and procedures.
3. Skill in effective communication, both orally and in writing; ability to present information clearly, with tact and technical accuracy.
4.Skill in conducting reviews and evaluating HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancement or improvement.
5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management issues.
6. Ability to establish and maintain effective relationships with management officials, co-workers, and others to ensure cooperative resolution of problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
