The primary purpose of this position is to serve as a Human Resources (HR) Specialist in Classification with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services for assigned organizations.

Duties

Designs, implements, and oversees the position management and position classification program Provides position organizational design and classification services to the USSPACECOM organizations Conducts, leads, and/or participates in special projects and initiatives to improve HRM program(s) and influence USSPACECOM policy Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions for USSPACECOM leadership, supervisors, customers, and co-workers

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • Employee must be able to obtain and maintain a Top-Secret w/SCI clearance
  • Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties and responsibilities of the position. A non-disclosure agreement must be signed
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety
  • It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments
  • The employee may be required to work irregular duty hours including evenings, weekends, and/or holidays
  • This is a Centrally Managed position; PCS is authorized

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants have at least 52 weeks of specialized experience at the next lower broadband (NH-2), grade level (GS-11), or equivalent pay system in Federal service. Examples of specialized experience include producing desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieve, demonstrate, and maintain the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrate skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Taking and displaying personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Working in a timely, efficient and of acceptable quality. Meet project/program objectives. Effectively promoting commitment to organization goals. Flexibility, adaptability, and decisiveness exercised appropriately. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the NH-2 broadband, grade level GS-11, is required to meet the time-in-grade requirements for the NH-3 broadband, grade level GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of federal classification and personnel management laws, executive orders, policies, directives, instructions, and concepts, and the interrelationship of the various civilian personnel disciplines Knowledge of organizational structures, missions, objectives, operating program, policies, and procedures Skill in effective communication, both orally and in writing; ability to present information clearly, with tact and technical accuracy Skill in conducting reviews and evaluating HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancement or improvement Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management issues Ability to establish and maintain effective relationships with management officials, co-workers, and others to ensure cooperative resolution of problems PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
