The primary purpose of this position is to serve as the command level action officer managing, administering, and executing the military and foreign professional awards and decorations programs, which includes providing expert strategic Human Resources (HR) advisory service to US Space Command (USSPACECOM) and subordinate center leadership.
Duties
Administers the awards and recognitions program for the command.
Serves as technical advisor for all joint and service military and foreign awards and decorations, to include special trophies.
Advises on all join and service military service specific annual and non-recurring awards.
Prepares briefings, reports, written correspondence, and other documents.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft.
- The employee may be required to work uncommon tour of duty hours including evenings, weekends, holidays, overtime and/or emergency overtime.
- Position is designated non-critical sensitive. Incumbent must be able to obtain and retain a SECRET security clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

- Position is subject to temporary duty assignments (TDY) approximately 15 days per year.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include managing and performing work that provides installation wide personnel deployment planning and execution and personnel support in matters pertaining to deployment availability (DAV) information, personnel accountability, and duty status reporting for contingency, exercise and deployments.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of, and ability to consistently apply military human resources management instructions, manuals and other directives related to the Military Awards and Decorations Programs, as well as, policies, and concepts pertaining to related programs and activities.
Knowledge of and skill in applying methods and techniques of analysis and evaluation, in conjunction with knowledge of military human resources management and administrative practices and procedures to identify, analyze and recommend solutions to problems related to assigned programs.
Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures; and their impact on command programs, procedures and processes; as well as a cognizance of authorities exercised by DoD, USAF and other federal agencies.
Sound theoretical knowledge and practical understanding of military human resource management functions, theories, and of the basic relationships of various military human resource specialties as they relate to programs assigned.
Ability to communicate clearly and effectively with others, both orally and in writing and to use tact and diplomacy.
Skill in conducting reviews and analyzing and assessing military human resources program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
