This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) is aligned within Mental Health. SARRTP provides Veteran-centered, recovery oriented psychosocial treatment, nursing, & psychiatric care to Veterans with severe substance use disorders (SUDs) & co-occurring mental illness. Provides co-occurring mental health & substance abuse treatment with individual & group therapy, including psychosocial evaluations & psycho education. Contributes to the Interdisciplinary Team by supporting the psychological, social, & vocational adjustment of Veterans.
Implements treatment modalities to achieve treatment goals using judgement & skills in utilizing supportive, problem solving, or crisis intervention techniques. The incumbent will:
Collaborate with Veterans & the interdisciplinary care team in the delivery of health care services, including for high-risk Veterans who may be in crisis or under severe psychosocial stress.
Complete psychosocial assessments & provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational, & other diversified backgrounds.
Assess the psychosocial functioning & needs of Veterans & their family members & formulate mental health treatment plans including Veteran goals, problems, strengths, weaknesses, coping skills, & assistance needed, in collaboration with the patient, family, & interdisciplinary treatment team.
Ensure timely & thorough documentation following Medical Staff Bylaws, Joint Commission, & all applicable standards.
Establishes & maintains effective working relationships & communicates with Veterans, staff, & other parties as appropriate. The incumbent will:
Provide assessment, diagnosis, & treatment of substance use disorders as part of a residential substance use disorder treatment team.
Provide consultation to other staff about the psychosocial needs of Veterans & the impact of psychosocial problems on health care & treatment interventions.
Utilizes knowledge of community resources, makes referrals to the community & other government agencies as appropriate, & coordinates services. The incumbent will:

Utilize case management skills used for screening new referrals, monitoring, & assisting veterans awaiting admission to SARRTP, & assist with effective discharge planning to maximize successful transition out of SARRTP back to the community.
Independently conducts psychosocial assessments & treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational, & other diversified backgrounds. The incumbent will:
Work with many different ethnicities from a variety of regional settings, including Native Americans from reservations or other communities, African American individuals, those of Hispanic descent, Asian descent, as well as White individuals & LGBTQ+ populations.
Utilize knowledge of mental health, disability diagnoses & evidence-based interventions. Provide counseling & psychotherapy services to individuals, groups, & families within their scope of practice & licensure
Utilizes knowledge of medical & mental health diagnoses, disabilities, & treatment procedures to formulate a treatment plan. The incumbent will:
Provide measurable, achievable goals identifying the Veterans' needs, strengths, challenges, coping skills, & psychosocial acuity according to ASAM criteria.
Independently implements different treatment modalities in working with Veterans, families, & groups who are experiencing a variety of psychiatric, medical, & social problems to achieve treatment goals. The incumbent will:
Provide a wide range of evidence based & ASAM informed interventions & treatment modalities specific to the assessed level of care indicated.
Provides consultation, education, & advocacy. The incumbent will:
Advocate in the best interest of the Veteran with VA & Community service providers & agencies informed by knowledge of resources & services in both the community & within the VA System.
Make referrals to & coordinates with VA Health Care, Community providers, & other governmental agencies for services, including, but not limited to substance use disorder treatment.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State.
Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade
level. For the GS-11 grade level and above, the candidate must be licensed or certified.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision: All persons employed in VHA in this occupation on the effective date (09/10/2019) of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation.

Experience and/or Experience:.
Experience: Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience).
OR
Education:. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting.
AND
Licensure: Must be licensed in a state at the independent practice level.
AND
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds.

Preferred Experience: Experience in Substance Use Disorder Treatment, Residential Treatment Experience, Trauma Informed Interventions.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-11.
Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the social worker or others.
