The primary purpose of this position is to serve as a member of the Joint Functional Component Command for Integrated Missile Defense (JFCC-IMD) Computer Network Defense Service Provider (CND-SP) team in order to monitor and report on the Computer Network Defense (CND) health and status of systems comprising the Ballistic Missile Defense System (BMDS).

Duties

Serves as a network security analyst, computer cyber defense specialist, and information assurance officer for JFCC IMD CND-SP team. Monitors system and network vendor vulnerabilities for potential security concerns. Provides guidance, support, and technical expertise to the Geographic Combatant Commands (GCCs), Service level commands, and DoD agencies on hardware and software required to bring the ballistic missile defense system (BMDS) into regulatory compliance. Participates in the development of long-range program objectives.

  • Employee is required to maintain crew qualification and certification IAW JFCC IMD Instruction 37-3202.
  • Position designated by the AF as a testing designated position under the civilian drug-testing program. Incumbent must refrain from the use of illegal drugs/misuse of prescription medication. If requested, incumbent must submit to urinalysis testing.
  • Incumbent must possess and maintain a Top Secret/SCI clearance as a condition of employment.
  • This is a KEY position. In the event of a crisis situation, incumbent, or designated alt, must continue to perform the duties until relieved by proper authority. Incumbent, or designated alternate, may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of a key position IAW AFI 36-507 and requires that the incumbent, or designated alternate, be removed from any military recall status.
  • Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS) OR EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: Evaluating, implementing, and disseminating IT security tools and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities; applying computer utilization and system performance analysis techniques to identify intrusions, misuse, malfunctions, and inefficiencies; utilizing analytical techniques/methodologies to collect and analyze data flow from sensors to determine potential and actual instructions; and recommending changes to system design, software, operating procedures, and other protection mechanisms to ensure system integrity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT security and network defense system concepts, principles, practices, policies, procedures, and services, and methods for evaluating risk and vulnerability, implementing mitigating improvements, and disseminating IT security tools and procedures. Knowledge of operating systems and network management principles to include security, configuration, performance, fault management, and DoD system certification and accreditation requirements and procedures. Ability to understand and operate network management tools (e.g. ArcSight, HP Openview), accurately identify network events, and understand the impact to the operational network. Ability to effectively communicate, both orally and in writing, the operational impact of communication network defense events and actions to all levels of military and/or civilian leadership. Ability to effectively coordinate network performance, maintenance, and troubleshooting actions with network operations centers at various military services, commands, and agencies. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
