The primary purpose of this position is to serve as a Cyberspace Operations Planner, Joint Electromagnetic Spectrum Operations Cell (JEMSOC), Joint Spectrum Management (JSM) Branch, HQ USSPACECOM as a command subject matter expert (SME) on Cyberspace Operations capabilities for cyber operations and training functions with a primary emphasis in executing EMSO Authority.

Duties

Plans, organizes, and directs the activities of the USSPACECOM JSM Branch, ensuring compliance with legal and regulatory requirements to meet theater needs. Leads and/or manages projects to provide JEMSOC operational planners for real-time, near real-time, and future operating requirements. Liaises with a variety of installations and functional area organizations as the USSPACECOM EMSO coordination authority. Prepares & presents briefings & papers on JEMSO matters and topics of interest to operational and professional audiences.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in cont'd.
  • Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
  • Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.

  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber codes namely:
  • 752 Cyber Policy and Strategy Planner, 802 IT Project Manager and 511 Cyber Defense Analyst. Failure to comply may result in removal from this position.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Position is eligible for telework in a regular and reoccurring or situational status while requiring occasional visits to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the command and provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Capable of applying analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. This may include evaluating the content of new or modified legislation for projected impact upon agency's programs or resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of the specialized knowledge of Cyberspace operations in the DoD as a Cyberspace planner as it relates to EMS and Cyberspace warfighting. Knowledge of Cyberspace operations applications to warfighting with basic understanding of JEMSO Electronic Warfare (EW) as it applies to warfighting to include understanding of test ranges, test platforms, simulator facilities, and various software modeling and simulation facilities and capabilities as they apply to developing JEMSO solutions for the Warfighter. Expert managerial knowledge to solve novel or obscure problems to develop and maintain responsive JEMSO methods and techniques, and to develop new approaches in solving a wide variety of JEMSO problems. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities. Ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new ideas, projects, and methodologies. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations. Knowledge of Department of Defense structure and operations, with emphasis on CCMD structure and theater operations. Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity and cyberspace operations. Knowledge of cybersecurity principles. Knowledge of full spectrum cyber capabilities. Knowledge of specific operational impacts of cybersecurity lapses. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
