Duties
Responsible for planning, developing, maintaining and implementing data processing systems that enable critically needed intra and inter laboratory information exchange and other advanced capabilities.
Efforts integrate laboratories to enable efficient research, development, testing and engineering activities at Fort Belvoir.
Supervises personnel that enable all facets and functions of data processing/information exchange infrastructure support.
Participates in and monitors testing and development environment activities within and outside of laboratories.
Supervises and oversees personnel engaged in the development, integration, testing, support, and maintenance of programs related to information management and technology in support of sensors, power, electro optic infrared, networking, cyber & electronic warfare, positioning, navigation & timing research, development and engineering efforts.
Supports creation of novel technology architectures applying understanding of data processing/information exchange and the sensors, power, electro-optic/infrared, networking, cyber & electronic warfare, positioning, navigation & timing research, development and engineering mission of the C5ISR Center.
Develops critical network/system accreditation documentation necessary to support inclusion of novel technologies on C5ISR networks.
As a supervisor, provides leadership, oversight, engineering and programmatic support to his/her subordinates and the C5ISR RTI as a whole.
Coordinates with mission partners, internal and external customers and vendors to architect test environments that meet requirements and provide sufficient capability.
Conduct programmatic analysis of assigned projects and takes proactive measures to keep projects within cost, schedule and performance targets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Position requires travel on short notice (i.e., less than 24 hours' notice).
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
- This position is subject to a salary control point at a base pay of not less than the salary associated with GS-14 step 10 on the OPM base pay table.
- Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Supervisor probationary period for newly (promoted/selected) supervisors is two years. Existing Federal employees who are competitively selected or reassigned to a supervisory position will be required to complete a supervisory probationary period.
- Selective Service- Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in one or more of the following areas: 1) Analyzing, designing, developing, and maintaining unclassified and classified state-of-the-art information technology resources; 2) Addressing the unique demands for information technology resources that exist in a research, development, testing and engineering environment; 3) Leading a diverse, geographically separated workforce consisting of technical and administrative personnel; 4) Planning and directing work to be accomplished by technical and administrative subordinates while setting and adjusting priorities, and preparing schedules for completion of work; AND, 5) Communicating at all echelons of the organization effectively and frequently, conveying information into actionable efforts as it relates to complex defense and military related technologies in the areas of command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance.
In addition to meeting the specialized experience, you must have IT related experience demonstrating each of the four competencies listed below:
