Duties

Duties include, but are not limited to: Management Analysis: Evaluates, processes, and makes recommendations regarding RO functions to ensure effective organizational practices that support Director's performance objectives. Interprets and educates Division Leadership on all aspects of Directors Performance Plan (DPP) and / or other organizational requirements. Analyzes and prepares status reports for review at all levels to include Statistical Analysis of Operations. Develops and prepares trend reports, operations manuals, circulars and other documents related to internal VBA management plans and programs. Prepares memorandums, reports, briefings, and other communication to senior management on administrative activities, including achievements and recommendations for action. Receives and reviews all incoming mail and sets controls as needed on action items including maintaining diaries on all one-time and recurring reports. Reads, sorts and promptly distributes/routes as appropriate, electronic mail received through the Director's corporate mailbox and the RO's external facing corporate mailbox. Participates in discussions, meetings, conferences, and conference calls with senior level officials. Program Management: Serves as RO's training and development program manager and Training Management System (TMS) administrator. Coordinates all aspects of the All-Employee Survey (AES) from survey initiation to the analysis of responses and oversees the development of process improvement plans based on survey outcomes. Coordinates Information Technology (IT) support for newly hired and established RO employees and works closely with IT support personnel to quickly resolve IT performance related issues. Promotion Potential: . The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.GS-12 is the full performance level of this position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/11/2024. GRADE REQUIREMENT: To receive CTAP selection priority, your grade level upon Reduction in Force must be at least 11/12 with promotion potential of at least GS-12. MINIMUM QUALIFICATIONS: You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience (1) evaluating programs and implementing changes to programs/business lines and (2) recommending improvements in procedures, work methods, and/or organization operations. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Ph.D or equivalent doctoral degree; or Three full years of progressively higher-level graduate education leading to such a degree or LL.M, if related to the duties of this position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's degree. When substituting you can only use graduate level education you have earned. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 to qualify. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) interpreting, applying, and explaining laws, rules, regulations, procedures, and policies and (2) applying analytical and evaluative methods to measure, track and report on the effectiveness of a program to assure action items are complete. There is no educational substitute at the GS-12 grade level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primary sedentary, although some slight physical effort may be required.
