As a Program Analyst, you will be responsible for providing expert analysis on a variety of subject matter, and for initiating and/or leading projects involving the evaluation of regional programs/operations.The Heartland Region’s Portfolio Management Division manages the region’s federally owned real estate portfolio and optimizes its value for GSA, customers and taxpayers. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Acts as the regional authority for spatial data management policies (National Business Space Assignment Policy (NBSAP), CAD Standards, Land Port of Entry (LPOE), Pricing Desk Guide Policy, etc). Performs a variety of analytical work, oversight and assurance of data integrity and reviews information before submission to various databases. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. Prepares and/or conducts briefings for higher level management to explain the specific Spatial Data Management, Rent Bill Management, or pricing issues, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

Qualifications

Salary is determined based on the duty station selected (2024 General Schedule Pay Table).To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met. Experience must also include experience with AutoCAD, Revit, and Building Information Modeling (BIM) to create and manage precise and accurate 2D, and 3D drawings using various tools and features.
