The Managerial Cost Accounting and Analytics (MCAA) Program Analyst is a key member of the MCAA team responsible for the development, implementation, use, and support of the MCAA in the VA Midwest Health Care Network (VISN 23). Selected candidates may be assigned to any listed VISN 23 location and be able to commute to a VISN 23 facility.

Duties

Major duties include but are not limited to: Gather, interpret, audit, and analyze information and data pertinent to VISN 23 analyst process. Recommend changes to VISN 23 Data Warehouse committee to enhance the availability of key data elements. Be familiar with other useful data sources including VSSC, ARC. Proactively and independently work with key leaders to identify and develop applications to meet specific needs. Make recommendations to leaders based on personal analysis. Independently audit pertinent reports reviewing for data accuracy as well as viability of the data used. Communicate effectively in front of large audiences, small groups, and in writing. Help develop user documentation as needed. Skilled at data mining using SQL and other SQL compatible software. Build customized one-time reports per customer request. Build applications using SQL or Microsoft reporting services to create and offer data/information on ongoing basis. Work Schedule: Monday - Friday, Administrative Days (may be further discussed in interviews) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Available and offered at the discretion of the Service Line. Can potentially be up to 100 percent Telework. This is not a remote tour. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Minimum Qualifications for GS-12: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (gs-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: retrieving and/or analyzing data; cost accounting; assisting with health care operations and/or administration; reviewing reports for accuracy; providing input on application design/development; communicating with a variety of groups via oral and/or written methods; and training small/large groups. You will be rated on the following Competencies for this position: Analytical ReasoningInterpersonal EffectivenessManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
