About the Position:
This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense (DoD) and a number of other DoD agencies. The name of the site refers to the "Mark Center" commercial property in which it is located.
Duties
Assist with the development and implementation of policies, procedures, programs, and standards for the Personnel Security Program, Insider Threat Program, and Continuous Evaluation Program.
Interpret security directives and resolve complex or unique security issues.
Review investigative records to determine if employees or persons to be employed meet security standards and requirements for employment.
Recommend whether to grant, deny, reciprocate, revoke, suspend, or restrict security eligibility.
Manages and maintains all Personnel Security systems.
Develop and disseminate Personnel Security and Insider Threat education and training materials.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
- Proof of U.S. Citizenship required.
- Direct deposit of pay is required.
- One year trial or probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- This position requires a Tier 5 (T5) investigation.
- This position is a Testing Designated position subject to applicant testing and random drug testing. You will be required to sign a DA Form 5019 requiring participation in random drug urinalysis testing.
- Employment is contingent on the incumbent obtaining the Security Fundamentals Professional Certification within 2 years of accepting this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. One year of specialized experience which includes: utilizing and maintaining personnel security and/or suitability automated systems; reviewing investigation records to determine the suitability of subjects; adjudicating personnel security investigations or clearances; and initiating background investigations and security questionnaire form updates. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
