You will serve as a COMPUTER SCIENTIST in the DIGITAL ANALYTICS INF AND TECH ADV GROUP, CYBER WARFARE DEPARTMENT, CYBER RESILIENCY DIVISION of NAVAIRWARCENAC DIV.

Duties

You will lead cross- organization service teams to provide services for the design, testing, training and mission rehearsal of cyber security events for joint acquisition programs of record and operational cyber mission forces. You will engage with Program Managers, Service personnel and Contractors to specify customer cyber security event objectives and identify related NCRC capabilities that will be applied to conduct successful cyber security events. You will work with Event Directors and Program Managers to provide desired test design, execution, and analysis to the program under test to shape Cyber Security test events. You will work with the customer to understand mission training objectives and ensure the NCRC environment will be designed and configured to support. You will manage a diverse team of experts and enterprise infrastructure to plan and execute realistic cybersecurity tests, evaluations, experiments, mission rehearsal exercises and training events. You will oversee inter-Department collaboration, schedule constraints and work acceptance, customer engagements, reviewing reports and briefings provided to customers, and serve as contract officer representative (COR).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyberspace Workforce position. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Contracting officer's (COR) duties reviewing costs, schedules, and performance to assess compliance with technical requirements and make recommendations for optimizing the development and fielding of new Information Technology capabilities; 2) Coordinating with high level personnel to advocate for capabilities in annual planning; 3) Support Defensive /Offensive Cyber Operations (DCO/OCO), Cybersecurity, or cyber resiliency related testing and training; 4) Developing schedules, deliverables, staff assignments, and progress reviews as needed in order to present justifiable recommendations to leadership in a timely manner. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
