This position will serve as a Supervisory Information Technology Specialist in the Office of Extramural Finance and Information Analysis (OEFIA), Office of Management, Office of the Director, National Cancer Institute (NCI), National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS).
Duties
Provide guidance to management officials on information systems, applications, or IT analysis issues.
Develop systems or applications for tracking extramural grant budgets or financial information.
Develop and implement performance evaluation plans for subordinate employees.
Develop proposals for changes in information systems to enhance their effectiveness in monitoring or analyzing information and budget data on grants and cooperative agreements.
Present briefings, reports, or presentations on progress, analyses, or evaluations of information systems or applications.
Develop forecasts on the need for updates, changes, or replacements for IT systems or reporting tools.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for the Supervisory IT Specialist, GS-2210-14, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates ability to perform the following competencies:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, you must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: operating client/server and web technology and relational database systems to develop financial management systems; advising on the adoption of new technologies to enhance IT systems and services; providing policy or technical guidance on integrating new and existing information systems; serving as a project manager on IT support contracts; and coordinating with customers to develop, test, and analyze requirements for software applications and reports.
