This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and Insurance Oversight, Division of Enrollment Policy & Operations, Marketplace Eligibility and Enrollment Group.
Duties
Ensure the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, and work products and services.
Participate in briefings and make recommendations to CCIIO/CMS leadership on major policy or operational decisions related to consumer protection provisions of the ACA and transparency and disclosure provisions of the No Surprises Act.
Perform all activities associated with managing the required OMB process for CMS regulations, issuances, and policy documents that includes the required Paperwork Reduction Act and economic and public burden impact studies.
Serve as lead on behalf of MEEG overseeing the development and operations of an online price comparison tool and provider.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1)Leading teams and/or cross-team collaboration related to running operations or overseeing projects to achieve program goals; (2) Providing technical assistance and/or guidance to stakeholders on policies, regulations, or operational requirements related to private health insurance; (3) Writing or developing federal regulations, policy, or program guidance; and (4) Researching Affordable Care Act (ACA) and/or their implementing regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
