You will serve as a SECURITY SPECIALIST in the EXECUTIVE DEPARTMENT of ARCFT INTERMED MAINT DEPT OCEANA.

Duties

You will initiate personnel security clearance investigations, advising, assisting, and interviewing personnel for proper completion of required documents. You will establish and maintain and complete security files and records for all personnel, military, and civilian who are assigned to the command. You will review, analyze, and interpret applicable DoD and DON directives and federal laws that apply to Personnel Security and recommends measures that provide sound security practices. You will as Operations Security (OPSEC) Officer responsible for administering the OPSEC program as it relates to mission and support functions provided by FRC MID-LANT Detachments. You will assist the Command Legal Officer in support of legal issues. You will review congressional inquiries and requests from other Governmental officials regarding personnel, legal and disciplinary matters. You will maintain established office files and records, on progress and disposition on all administrative discharges, non judicial punishment (NJP) cases, courts-martial cases and command investigations. You will counsel service members as necessary throughout entire procedure and resolve problems as they occur. You will review congressional inquiries and requests from other Government officials regarding personnel, legal and disciplinary matters. You will maintain established office files and records, on progress and indisposition on all administrative discharges, NJP cases, courts-martial cases and command investigations.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using and comprehensive knowledge of security concepts, principles and policy requirements. Experience using and comprehensive knowledge of DON and DoD security procedures as they relate to information, personnel, physical, industrial, operational, information processing systems, and communications security. Experience using and comprehensive knowledge of information and personnel security guidelines, practices, procedures, and regulations. Experience analyzing and resolving difficult and complex security problems independently. Experience using protective devices such as; intrusion detection systems, security containers. Experience developing local policy and instructions. Experience planning, directing and administering a long range Physical Security Program. Experience using communicative and interview skills. Experience coordinating all Non judicial punishment (NJP) proceedings in accordance with Navy Regulations, Manual of the Judge Advocate General, Manual for Courts-Martial, Uniform Code of Military Justice, and various regulations, policies, procedures and precedents. Experience preparing Preliminary Investigation Reports, Report and Disposition of Offense, Executive Officer Inquiry (XOI) script, Commanding Officer's (CO's) Mast script and other pertinent documents. Experience reviewing and analyzing report chits, incident reports and individual statements, drafts charges of infractions, and recommends appropriate action. Experience maintaining established office files and records, on progress and disposition on all administrative discharges, NJP cases, courts-martial cases and command investigations. Experience receiving and screening all recommended and mandatory administrative separations processing cases for the command. Experience planning, scheduling, coordinating, carrying out and monitoring the effectiveness and operations of all security programs. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using and comprehensive knowledge of security concepts, principles and policy requirements. Experience using and comprehensive knowledge of DON and DoD security procedures as they relate to information, personnel, physical, industrial, operational, information processing systems, and communications security. Experience using and comprehensive knowledge of information and personnel security guidelines, practices, procedures, and regulations. There are no educational substitutions for specialized experience for GS-12.

GS-11:

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a doctoral degree
OR
Possession of an LL.M. that is related to this position being filled
OR
A combination of experience and graduate education as described above that equates to one year of experience.
