You will serve as a SECURITY SPECIALIST in the ADMIN DEPARTMENT, of ARCFT INTERMED MAINT DEPT OCEANA.
Duties
You will initiate personnel security clearance investigations, including Single Scope Background Investigations (SSBI), National Agency Checks (NAC), National Agency Check, Secret Periodic Reinvestigations (SPR), and conducts local record checks.
You will review of all pertinent information on individuals and precise evaluation of information to determine eligibility for clearance and access to
sensitive or classified information.
You will adjudicating complex personnel security clearances and/or developing guidelines for applying general criteria covering adverse information that requires extensive experience and personal judgment to resolve.
You will establish and maintain, in accordance with prescribed guidelines, complete security files and records for all personnel, military and civilians, who are assigned to the command.
You will conduct security inspections of FRC Oceana, FRC Norfolk and FRC Pax River to ensure compliance with DOD and DON Information and Personnel Security regulations and guidelines.
You will perform assignments consisting of a variety of information, personnel, operations, communications, industrial, physical, and automated information systems security duties.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a current Security Fundamentals Professional Certification (SFPC).
Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience implementing DON and DoD security procedures as they relate to information, personnel, physical, industrial, operational, information processing systems, and communications security.
Experience independently analyzing and resolving difficult and complex security problems, such as resolution of conflicting testimony, sources and information in clearance adjudication cases.
Experience interpreting new policy issuances for application in a variety of environments and locations
Experience developing local policies and instructions.
Experience planning, directing and administering a long range Physical Security Program
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying security concepts, principles and policy requirements.
Experience conducting personnel security interviews, as required, to clarify allegations of a questionable nature with regard to security clearance eligibility.
Experience utilizing information and personnel security guidelines, practices, procedures, and regulations.
Experience with the effective use of protective devices such as: intrusion detection systems, security containers, etc.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
