You will serve as a Management Analyst in the Headquarters, Marine Forces Reserve/Marine Forces South located in New Orleans, LA .
Duties
You will provide oversight as the senior manpower analyst managing multiple program areas.
You will coordinate civilian employee training requirements and manage the command training budget: tracking obligations, reports, reconciliations and balances.
You will manage the processing of incentives, superior qualifications request, and the issuance of civilian PCS orders.
You will assist the Civilian Manpower Officer with the coordination of complex studies on organizational structure in order to provide critical advisory to the Command.
You will assist in performing studies and analyses concerned with improving the administrative support, advisory solutions, manpower and workforce analysis to senior managers within assigned areas.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Initiating and tracking the submission of civilian personnel requests; 2) Developing evaluation criteria to analyze the effectiveness and efficiency of an organization's manpower program; 3) Coordinating studies on organizational structure to provide technical advice on structure issues, internal reorganizations, and/or civilian staffing; 4) Initiating and executing significant projects for manpower program enhancement; and 5) Recommending improvements to methods of organizational structures, records and files, processes, staffing patterns, and procedures to conduct administrative support functions and operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- successfully completed a Ph.D. or equivalent doctoral degree; or
- successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or
- successfully completed an LL.M. degree that is related to the position being filled; or
- a combination of experience and graduate education as described above that equates to one year of experience.
