The NIH Clinical Center's Department of Laboratory Medicine (DLM) offers laboratory diagnostic support in the area of immunology, hematology, phlebotomy, microbiology and chemistry to the Clinical Center. This position is for an IT Specialist (Data Management) within the Laboratory Information System (LIS) team and will provide the team and DLM with the automation skills and knowledge necessary to support the LIS within DLM.

Duties

The incumbent serves as an IT Specialist (Data Management) within the LIS team and provides the team and DLM with the automation skills and knowledge necessary to support the LIS within DLM. In addition, the incumbent is responsible for serving as a LIS liaison to assigned organizations of the Department and participating in the planning, maintenance and administration of the LIS. Conducting software checks to maintain stable and secure LIS performance. These checks are conducted daily to ensure LIS is performing according to operational and security requirements and also include reviews and following up on automated LIS generated messages and end user feedback to address issues. Developing user and functional requirements and collaborating with the appropriate stakeholders. Troubleshooting issues by developing documentation changes and working with vendors to resolve problems and restore computer functions. Resolving hardware and software interface and interoperability problems for the laboratories. Managing the installation and integration of system fixes, patches, upgrades, and enhancements. Developing long term projections of hardware and software needs due to the long lead time required for security, budgeting, programming and upgrading cycles

Requirements

  • At the supervisor’s discretion, this position may offer work schedule flexibilities: telework.
  • Work is performed in an office environment as well as laboratories where there is potential exposure to biological, chemical, and electrical hazards.
  • The work requires physical dexterity; the ability to lift and move equipment of up to 30 pounds, crouching, crawling, stooping, reaching to change components and cables associated with the LIS.

You qualify at the GS-12 level, if you the following qualification requirements: In order to qualify for an Information Technology Specialist (Data Management), GS-2210 at the GS-12 level: You must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must demonstrate in your resume that you have at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, typically gained in the IT field or through performing IT related tasks such as: implementing and maintaining a laboratory information software (LIS) that processes, stores, and manages patient data related to laboratory processes and testing including hardware, software, and database components, ensuring system scalability, security, performance, and reliability; diagnosing and resolving database performance and management issues; developing database objects (e.g., stored procedures, functions, views, triggers, tables) for use in applications; and, implementing automated data integration and data transformation solutions to meet business requirement.
