As a Program Analyst at the GS-0343-13, you will be part of HI Federal Employee Insurance Ops, Office of Personnel Management. If selected, you will be responsible for for procurement, contractual oversight, annual benefit and rate negotiations for insurance benefit and other programs administered by HI. Federal Employees Dental and Vision Insurance Program (FEDVIP) is responsible for administration of the voluntary dental and vision insurance program.
Duties
Involves a variety of evaluative and analytical tasks requiring the application of comprehensive knowledge of the statutory foundations, policy framework, and operational features of dental and vision benefit programs.
Develops internal administrative and management policies, procedures and guidelines in the topic assigned or general operational support and planning services.
Reviews existing procedures, practices, and directives in the administrative areas; determines need for new or revised guidelines and policies.
Represents FEDVIP or HI on task forces or work groups formed to examine special issues or problems, carry out HI wide projects and implement Agency-wide initiatives.
Conducting quality assurance reviews in an assigned major area of functional activity, e.g., policy and program management, transaction processing, or data systems.
Qualifications
For the GS 13: You must have at least one full year (52 weeks) of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing ALL of the following duties:
Conducting quality assurance reviews in an assigned major area of functional activity, e.g., financial records and accountability; policy and program management; transaction processing; or data system;
Developing internal administrative and management policies, procedures, and guidelines in the areas of human resources, operational support and planning services;
Coordinate and conduct various internal control activities, including vulnerability assessments to determine the adequacy of safeguards against waste, fraud, or abuse; AND
Review forms prior to printing for appropriate type, paper, design, content, cost considerations efficiency, and effectiveness.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
