This position is in the Office of the General Counsel (OGC), Program Support Branch (PSB), Legal Research Center (LRC) . The supervisor is Allison Robinson.
Selectee is subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements and security ownership restriction reporting requirements.
This position is non Bargaining Unit.
Based on the staffing needs of the agency/area of consideration, additional selections may be made from this vacancy announcement.
Duties
As the Team Leader for the Office of the General Counsel's Legal Research Center, you will oversee a research support program that provides reference, legislative, and regulatory research services, and training for the Nuclear Regulatory Commission (NRC). Duties also include overseeing and managing contracts and legal source materials and staff training in the use of those resources, as well as management of the NRC dockets in the Federal Docket Management System, including Federal Register Notice (FRN) tracking and review and publication of FRNs for the agency.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG/GS-13) in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as: A strong level of demonstrated experience in at least one of the following areas:
-Researching and analyzing legal problems using well-established, widely known and accepted professional legal theories, principles, concepts and practices.
-Reviewing legal documents for content, consistency, and compliance with various standards and guidelines related to filing requirements and hearing processes.
-Interpreting and applying the Federal Register Act and other policies and rules regarding the publication of Federal register general notices.
-Tracking and management of legal resources, broad based legislative information, and/or legislative activities for a government, congressional, judicial, or law firm library or equivalent.

The IDEAL CANDIDATE will be able to demonstrate the following:
1. Demonstrated knowledge of the theories, principles, and techniques of legislative and legal research as evidenced by experience working in a legal, and/or legislative environment. (In your resume, describe specific education, training and/or experience that demonstrate your ability to apply the principles, concepts, and methodologies of legislative and legal research. Provide examples of assignments that demonstrate your ability to perform legislative and legal reference work.)
2. Demonstrated skill in the review and publication of Federal Register general notices by applying the requirements of the Federal Register Act, Title 1 of the Code of Federal Regulations, the Paperwork Reduction Act, the Congressional Review Act, and other applicable Executive Orders, government-wide regulations and circulars, and NRC policy directives. (In your resume, describe specific training, education, and/or experience that demonstrate your skill in applying the authorities underlying the review and publication of Federal Register general notices. Describe how you have applied these statutes, regulations, and guidance governing the review and publication of Federal Register general notices.)
3. Demonstrated ability to provide leadership and/or supervision to a customer service organization, including the ability to improve operations of an organization or activity through the use of technology, customer involvement, performance management, process analysis, or other approaches. (In your resume, describe specific training, education, and/or experience that demonstrate your ability to provide leadership and/or supervision for a customer service staff as demonstrated by success in activities such as formulating goals, objectives, and project plans; establishing procedures and schedules for work product or programs to achieve timely, high-quality products; introducing and achieving buy-in for improvements and innovations that had positive impacts on operations, organizational productivity, customer service/satisfaction, and/or management processes; resolving conflicts and solving problems; establishing methods for monitoring and measuring performance and customer satisfaction; and establishing and providing oversight, guidance, training/developmental opportunities, and direction to personnel of diverse backgrounds to foster a motivated and effective work atmosphere with a strong commitment to customer service.)
