This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Management and Program Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (6LE), PMO Tactical Radios, Operation Division, located in APG, MD.
Duties
Applies an expert knowledge of command structures and procedures, administrative policies, regulations, and precedents that apply to administrative programs associated with the PEOs mission, goals and objectives.
Analyze and evaluate major administrative, technical, and/or programmatic aspects of substantive, mission-oriented programs.
Serves as a senior analyst performing a wide variety of budget functions involving the formulation, justification, and/or execution of budgets that support overall operations or major substantive programs or projects.
Provides financial advisory services to the PEO on assigned systems.
Serves as consultant/advisor to management regarding organizational design, position management, classification, and civilian/military manpower matters with independent responsibility for resolving controversial and complex issues.
Most cases require extensive analysis involving complex issues that require careful and thorough evaluation.
Represents the organization at meetings and briefings regarding assigned programs and projects.
Also prepares material and conducts meetings and briefings.
Develops a variety of correspondence (PEO directives/orders, standard operating procedures, reports, briefings, staff/talking papers, etc.)
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Business travel required up to 10% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.

Specialized Experience: One year of specialized experience is defined as: 1) Providing oversight and guidance relating to Program Objective Memorandum (POM) and Predictive Resource Staffing Model (PRSM); 2) Managing manpower programs such as Command Plan Process, Total Army Analysis, and Change Management Plan Process to meet mission requirements; and 3) Conducting Manpower studies to determine the correct civilian and military allocations, requirements, and authorizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
