About the Position: Serves as a Program Analyst for the Deputy Chief of Staff, G-8 POM Division, incumbent identifies and defines problems, develops alternative courses of action, and presents findings and recommendations to Senior USASMDC leadership for planning, programming, and allocating resources related to readiness, sustainment, modernization, facilities, manpower, information technology, and equipment.
Duties
Determine allocation and reallocation of resources required to support USASMDC multiple and diverse missions, functional areas, geographical dispersion, and operational demands.
Responsible for complete analyses of the program funding and preparation of briefing material in required formats.
Review quantitative data/reports/documents for accuracy and consistency.
Solves complex problems and recommends solutions that arise in the prioritization and integration of USASMDC requirements.
Develop data for program review and analysis presentations.
Prepare/Review PPBES related documents and databases in response to planning, programming, budgeting, and executive requirements and/inquiries from higher headquarters.
Participate and assist in the planning, preparation, development, and justification of the annual budget estimate.
Brief top management on the organization’s methods, procedures, and efforts applied in managing its appropriated funds programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
- This is a testing designated position. The incumbent is required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) up to 10% travel.
- This position requires Financial Management Certification Level 2 within 18 months of entry of the position.

Specialized Experience: One year of specialized experience which includes developing and monitoring the implementation of organization's budget program and providing analytical services on the use of appropriated funds.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/ GS-11 equivalent.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent NH-02/GS11.
