You will serve as an Accountant in the Comptroller Department, Accounting/Financial Execution Division, Accounting Branch, Expense Accounting Section of MILITARY SEALIFT COMMAND.

Duties

You will conduct research, identify, and analyzes expense and NOR trends and performs GL/Subsidiary ledger reconciliations and identifies the needs for process changes and/or restatements of account balances. You will analyze transactional data existing in the sub-ledgers and the GL for abnormalities and/or inconsistencies. You will assist managers and staff officials in making necessary changes and in solving complex problems with respect to the documents at hand and to accounting balances. You will ensure the accuracy of all receipts and ensure that all account balances are fully supported by sufficient evidential matter. You will be required to meet and deal face-to-face and/or by telephone with managers, with comptroller personnel, military officers, and other government agency Comptroller representatives.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-11: Experience utilizing accounting principles, methods, techniques, and systems of financial management, to perform financial management assignments. Experience using Federal budget and accounting processes, including the receipting process and the impacts of receipts on expenses, Net Operating Results (NOR), Accumulated Operating Results (AOR), customer rates, and availability of funds; the process through which budgets are developed, transmitted, justified and approved; the process by which funds are allocated; the process through which commitments and obligations and expenses are made against budget allocations, and the match and batch process needed to pay invoices. Experience applying NERP accounting system, to perform the related assignments of the position and to reconcile or determine the cause of complex accounting irregularities that exist between external and internal accounting records and between general ledger and subsidiary ledgers. Experience giving oral and written presentations in a clear and concise manner, to perform the related assignments of the position. Experience compiling balance sheet accounts to insure proper distribution of recorded items. GS-09: Experience performing in depth analysis of complex accounting irregularities and the ability to recommend corrective action. Experience utilizing comprehensive knowledge to apply principles; theories, methods and techniques of accounting to perform accounting work for operational programs or systems. Experience developing, compiling, consolidating, reviewing, and analyzing various expense and balance sheet accounts. Experience analyzing ship and overhead cost data and providing feedback to program managers, ships and other ship funds administrators via interpreted reports and studies. Experience updating an accounting system. Education

Basic Education Requirement:
Successful completion of a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
