This position is located in the Office of Tribal Programs, Alaska Area Native Health Service and serves as the Contract Proposal Liaison Officer for Title I Self-Determination Contracting in the Alaska Area. This position implements aspects of the negotiated annual funding agreements (AFAs) with Title I contracting for Tribes or Tribal Organizations in AK. The incumbent serves as an administration, advisor, and negotiator for Title I contracts and accompanying Annual Funding Agreements (AFAs).

Duties

Serves as consultant to the Director, OTP and other key management staff members providing advice and recommendations regarding interpretation and application of laws, regulations, policies, procedures related to planning and negotiations of self-determinations contracts authorized by the Indian Self-Determinations and Education Assistance Act, as amended. Conduct negotiations of contracts and AFAs (approx. 10 per year), coordinates internal agency planning and preparation for scheduled negotiations of contracts and AFAs. Receives funds allocation documents and prepares FA modifications. Analyses and enters data into the IHS Title I Self-Determination Data Base Access, assuring modifications are within funding or other authority to amend AFA. Performs Contracting Officers Technical Representative (COTR) functions for assigned contracts. Plan and initiate activities, functions and projects which provide information and assistance to tribal governments, tribal executives and employees, and IHS personnel to facilitate the successful implantation of the Act. Serves as technical representative to IHS work groups charged to address IHS policies and procedures and performs special projects as needed by the Office of Tribal Programs.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: negotiates contract proposals and provides advice and guidance as an administrator, advisor and negotiator for Title I contracts and accompanying AFAs. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
