This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Needs Position to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Department of Army Civilian Police Officer serves at the one of two Military Ocean Terminals in the U.S.
Duties
Respond to and investigate emergency calls.
Exercise search and arrest authority to apprehend suspects.
Conduct traffic Law Enforcement patrol using specialized equipment.
Conduct waterside security patrols of U.S. Military, non-military, and foreign ships.
Perform protection duties to deter unauthorized access to installation.
Protection of life and property on the installation.
Perform required lifesaving first aid in the event of an emergency.
Establish an incident perimeter to defeat attackers as a member of the tactical team.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is subject to possible civil and criminal action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Incumbent is required to graduate from a ten week US Army Civilian Police School accredited Basic Police Officer Academy or receive a USACPS waiver within the first 12 months of employment IAW AR 190-56.
- Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
- Incumbent is required to pass entry level and annual re-certification of Department of Army police physical agility test with 30 days of entry.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
- If assigned incumbent must obtain and retain one or more of the U.S. Coast Guard licenses IAW Chapter 5, AR 56-9, or a Military Ocean Terminal Concord Harbor Patrol Coxswain appointment within a year of being appointed to this position.
- Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
- Boat crew members must complete maritime training courses within the first two years of appointment.
- Comply with and maintain the requirements of the Individual Reliability Program (IRP).
- Appointment to this position is subject to a 1 year probationary period

Specialized Experience: One year of specialized experience which includes work on a police force; work as a military police officer; knowledge of laws and regulations; law enforcement operations, practices, and techniques; and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
