This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Needs Position to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Police Officer Instructor (Training Officer) for the Police and Physical Security Division (PPSD) at a Military Ocean Terminal. Develops and maintains the training program IAW AR 190-56.
Duties
Develop, coordinate, and administer initial and in-service Law Enforcement and Security Guard training and development of activities for all federal Police Officers and Security Guards
Provide advice and assistance to all levels of management concerning determinations of Law Enforcement and Security Guard training needs;
Prepare plans, regulations, supplements, standard operating procedures (SOPs), staff studies, estimates, and reports on all phases of the Law Enforcement and Security training program.
Establish, maintain and/or manage a statistical database of training requirements, schedules, rosters, training records and training results.
Coordinate with installation, local, state and federal agencies to schedule use of training facilities (such as ranges), equipment, ammunition, etc.
Prepare and present training courses in a variety of subjects (i.e., impaired driver recognition, radar operator, breath test operator, offense reporting system, firearms, military police certification, etc.)
Perform a full range of police operation duties as a Federal Police Officer and if needed performs as a Field Training Officer
(FTO).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Incumbent is required to graduate from a ten-week US Army Civilian Police School accredited Basic Police Officer Academy or receive a USACPS waiver within the first 12 months of employment IAW AR 190-56.
- Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
- Incumbent is required to pass entry level and annual re-certification of Department of Army police physical agility test with 30 days of entry.
- Incumbent may be required to lift objects up to 40 lbs.
- If assigned incumbent must obtain and retain one or more of the U.S. Coast Guard licenses IAW Chapter 5, AR 56-9, or a Military Ocean Terminal Concord Harbor Patrol Coxswain appointment within a year of being appointed to this position.
- Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
- Incumbent may be required to serve a 1-year term Trial period.
- This is a 13-month term position and may be extended to a maximum of 6 years.
- This position is obligated to another employee and must be vacated if/when that employee returns.

Specialized Experience: One year of specialized experience which includes conducting in-service law enforcement training and development activities for federal and military police. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Some Federal positions allow for the substitution of education for specialized experience. For his position you must qualified based on your experience alone.
