About the Position: This is a permanent position with the Office of the Chief Army Reserve Senior Leader Development Office located in Fort Knox, Kentucky.

Duties

Provide technical advice and guidance on military HR programs such as personnel actions, professional development, strength management for Office of the Chief Army Reserve-Senior Leader Development Office. Compile and analyze military HR data for trends, deficiencies and accomplishments to be used in reporting and briefing management on program progress and the decision making process. Work within several military personnel systems/applications to affect Awards, Promotions, Schools, Assignments, Retirements and Separations, Recruitment and Retention. Respond to inquiries and correspondence pertaining to assignment actions, such as personnel data, approval or disapproval, and disposition of personnel action requests. Review requirements of valid open unfilled military personnel requisitions to ensure proper distribution in accordance with the division/directorate goals and monitoring program.

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR Management, Public Administration, Business Administration, and Management. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. For GS-09 Specialized Experience: One year of specialized experience which includes assisting in processing a variety of military personnel or pay actions using automated personnel systems; Assisting in providing technical guidance to supported units on military personnel matters; Assisting with clerical or administrative procedures to complete reports and/or correspondence in word processing, spreadsheet and/or email format; and assisting and Interpreting and/or applying human resources regulations or procedural requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Specialized Experience: One year of specialized experience which includes [insert examples of specialized experience]. Specialized Experience:
One year of specialized experience which includes applying military personnel principles, concepts, legal requirements or methodology to gather facts, respond to questions, ensure regulatory compliance, and provide advisory services; reviewing military personnel actions to ensure compliance with regulatory guidance; providing guidance to subordinate units on personnel management issues; utilizing automated systems to support various military personnel programs; conducting staff assistance visits and inspections to subordinate units; preparing and providing reports to higher echelons of command; and analyzing data to identify issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR Management, Public Administration, Business Administration, and Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-5/7/9).
